PUBLIC NOTICE IS HEREBY GIVEN that the Planning Advisory Committee will be considering the following applications at its next regular meeting:


460-470 Murray Avenue

Mrs. Eve Arseneau and Mrs. Marie-Pierre Godin have made an application to use the buildings located at 460-470 Murray Avenue for offices. The property in question is zoned Central Business District. The proposed use of the buildings for offices is permitted, subject that the number of parking spaces and parking lot requirements meet the City of Bathurst Zoning By-law, Section “3.20 GENERAL PROVISIONS:RE PARKING, LOADING AND COMMERCIAL ACCESSES”. The applicants propose to share a common parking lot and access to accommodate the existing office building located at 460 Murray Avenue and the proposed office building at 470 Murray Avenue as per the attached plan. In addition the applicants received the authorization from the United Church of Canada to use their parking lot located at 309 St-Patrick Street and from Stothart Realty Ltd to use their vacant property located at 289 St-Andrew Street for a parking lot.

The parking lot does not meet the requirement of the Zoning By-Law .The number of parking spaces and access proposed for the two office buildings and the additional parking lot are not located on the same lot upon which the use is being conducted. Therefore, the proposed parking lot needs to be approved by the City of Bathurst Planning Advisory Committee. 


895 St-Anne Street

Bathurst Youth Centre des Jeunes Inc. has made an application to install a shipping container 8’ 6” x 40’ (340 square feet) on their property located at 895 St-Anne Street. The building will be used for storage of material and equipment.

The City of Bathurst Zoning by-Law section 3.5.4 states that:

Architectural Standards

1) No building or structure may be placed, erected or altered, and the Advisory Committee shall not approve plans therefore, if, in the opinion of the Advisory Committee;

a) the architectural design of the proposed building or structure is not related to the physical features, to the aspects and prospects of its site and its surroundings, and to orientation and climatic conditions;

b) the external appearance of the proposed building or structure is not a good expression of structure, materials of construction and the purposes for which the building is to be used;

c) the form, proportions, colouring, use of materials, or sitting of the proposed building or structure fails to bear a complementary relationship to neighbouring buildings and to civic qualities of the locality in which the building or structure is to be placed, erected or altered;

d) the proposed building or structure involves the use of false fronts, false works, false roofs or materials in superficial imitation of other materials;

e) the appearance of the proposed building or structure is likely to be below the general standard prevailing or intended to prevail in the zone.

Because the proposed structure is not considered a standard building the Planning Advisory Committee must approve the proposed structure to be used as an accessory building for storage.


Anyone wishing to make a presentation before the Committee in regard to this application is invited to inform the Department of Planning and Development before 4:00 pm, Tuesday, August 4, 2020, by calling 548-0457. The Planning Advisory Committee will meet at 5:15 pm, Tuesday, August 4, 2020, to consider written objections to the proposed land use. Anyone wishing to address the Committee on the written objections may do so at that time.
